Four departments including the National Health Commission recently issued a notice requiring further standardization of oral diagnosis and treatment practices, improving the level of oral medical security, and promoting the healthy development of oral medical services.

The notice requires that local health administrative departments at all levels should include oral medical services into the overall planning and layout of local medical resources for overall consideration, strive to promote the construction of dental departments in general hospitals and dental specialist medical institutions, and strictly implement medical system regulations.

In terms of strengthening the supply guarantee management of dental consumables, the notice requires all localities to standardize and implement provincial-level online procurement of dental consumables, implants, orthodontics and other consumables, and actively carry out provincial (regional, municipal) as a unit, or in the form of cross-provincial alliances. Centralized purchasing of dental consumables promotes openness and transparency in prices of dental consumables and squeezes out price moisture.

Public medical institutions should strengthen the standardized management of the entire process of consumables procurement, storage, use, monitoring, evaluation, and supervision, select dental consumables in accordance with the principles of legality, safety, effectiveness, appropriateness, and economy, and include them in the consumable supply catalog of medical institutions for unified management. Purchase required consumables from provincial platforms as required to increase the online purchasing rate. On the basis of rational clinical use, we will prioritize the purchase and use of consumables selected through centralized mass purchasing.

Standardize the purchase and sale of consumables. The procurement of dental consumables in public medical institutions should be managed uniformly by the medical institution, and consumable supply companies should be selected openly and fairly in strict accordance with procedures. Dental and related medical staff are not allowed to engage in purchasing medical consumables on their own, and are not allowed to use medical consumables purchased and supplied by non-medical consumables management departments.
